If the "Export as" function does not work, then not all plugins or extensions are loaded correctly when Photoshop is launched. To solve this problem, follow the instructions below:

2. If the problem is still not resolved, open the "File"> "Export"> "Save for Web (Legacy)" window. In this window you can export the image you want.

3. If you are not satisfied with the "Save for Web (Legacy)" function, then open the "File"> "Export"> "Render video" window, from which you can export the image.
